I had Sabayon working, but ran into the panel trouble you are seeing. I think the info is stored in the %gconf.xml files but I could not get this set with Sabayon (and that was the main thing I wanted to use it for). So as a quick and dirty fix I modified user the way I wanted and copied their ~/.gconf directory to /etc/skel. Not the best but it works.
