I think that was a misunderstanding. I don't think it has to do with 
these permission, as they are set to PERMISSION_STUDENT. So at least 
the siteadmin should be able to view it.

Yes, that is what I copied form ECQResult. But you are right, using a 
dummy widget, with 'empty_widget' as macro did the trick. Thanks! 
Unfortunately I don't understand why it works for ECQResult. Maybe 
because it cannot be added by a user and has absolutely no widgets.
