Hi Jheng, That's great that you've made it so far in getting Insights working! The problem you're running into is with our package for automatically localizing numbers on pages.
We've fixed this in a commit last year, https://github.com/edx/edx-analytics-dashboard/commit/77b85cf1a9a7a51425668ccc4d6a092a91e999aa. Please update your version of Insights to a more recent version or cherry pick the commit.
