I faced the same issue. One of the causes of this issue might be internet inconsistency as @wjia mentioned. If you're sure your internet is working fine, then try the following on your host:
cd ~/solutions/ecommerce/ git init git pull https://github.com/edx/ecommerce then run ' vagrant provision ' again. After more than a couple dozen tries after increasing my bandwidth, This solved the issue for me.
