Yes, there have been some people to set up EFS 3.  I did it when I was
working at SNA (with the then-current 2010/2011ish code), and I know
of a team in my current job that has used he latest EFS3 and performed
some verification and testing work with some other back-end NFS
systems (i.e., other than 'vanilla NFS' and 'NetApp Filers').
