Did you rename squid.conf.tmpl.rpmnew to squid.conf.tmpl, or
either to squid.conf?

I'm not sure if efw uses tmpl files directly, (other distros
I use don’t) but anything named rpmnew has to be renamed to
be used. 

Its named that during an upgrade to prevent overwriting of
any mods you might have made to the original file.

Sorry for the question - you may know what you're doing, but
I never assume...

looks good so far!
I did an inplace upgrade from 2.2RC1 to RC2.
Squid didn't start after the upgrade.
I fixed this by replacing /etc/squid/squid.conf.tmpl with
/etc/squid/squid.conf.tmpl.rpmnew which was
installed by the upgrade.
After a "/usr/local/bin/restartsquid"   squid was started
and working.
