Hi Daniel, you need to create an ipsec tunnel where left side is a.a.a.a and right side is c.c.c.c
ipsec on linux is primary based on thinks like SPD and SA. Routing rules are not related to this, but they are also important. In you case, you need a valid route connecting both ipsec public interfaces, but that seems to be a case.
