Can you verify that logging is turned on in the HTTP Proxy page and then stop and start the HTTP Proxy? This should generate some type of log entry's.
If it doesn't, do a tail -f /var/log/messages to see if there are any usefull messages being logged while you attempt to stop and start the Proxy again.
