The FTP connection which you are initiating needs authentication at other
end or it is an open FTP?

I'm sorry, I've write some bad informations:

Noone can login into ftp servers: client can connect to ftp server trought
browser (firefox) but it keeps prompting for username and password of ftp
user, so I think isn't a content filter problem.

Trying bypassing proxy, it works.

Port 21 is managed by HTTP Proxy.
