Anyway, for what I understood you said that to allow a user to surf
internet using the proxy you need to create a proxy user and specify a
firewall rule, isn't it?
Actually if you configure the proxy (if you use authentication you need to
configure it on client) there's no need to configure also the outgoing
firewall, because the connection will be handled by the proxy
