Except that this "reference version" is included as standard in JDK 1.3,
so over time probably 95%+ of people will be using it by default!
How "official" does that make it?

It doesn't preclude other implementations, but it makes it an uphill
fight for the other vendors.

And hence, if a feature is not mandated, it cannot be assumed for a
"portable" implementation :-(
