Hi,
you need to use the rdbms realm defined in weblogic's online manual. This
realm allows you to add users without having to edit the properties file or
shutting down your server. This is how it works: weblogic confirms your
users security credentials and roles with the database(your choice of dB!)
when a method call is made.
Because the security particulars are in the database you can edit it or add
new particulars dynamically using a variety of ways to access your database.

i think weblogic by using weblogic.properties file implementing one of the
properties file features in weblogic and this file is meant for manual
maintenance only even if you are looking for some administrative tool still
you need to add data.
we have developed a complete e-commerce application in weblogic and at
startup time we can read our file(users) dynamically.
