Based on the initial comments of the list owner:
1. You can ask any question remotely connected to Ejb.
2. You can post Ejb contract offers.
I guess sun thought equal participation will best be achieved this way.

Search through the early postings. A bylaw per-se was not written(It was
ironed out over several postings)
I agree that vendor specific questions can become a nuisance but a well
rounded list which this is should have answer about various implementations
in it's archive. Such questions are not the problem but the fact that most
of us don't search the archives before sending our questions to the
list(This goes for most questions asked on the list)

in the case of a) most people on this list will benefit and many can
contribute and this is simply the best place to ask. there is no other
forum where you get such a bunch of qualified pleople from all vendors and
many ejb users from the industry and universities for that type of question.
in case of b) only users of product XXX will benefit and in addition to
that it's not even the best place to ask since there are excellent
newsgroups, faqs and support websites for weblogic, IAS etc.
it has been common practice to KINDLY point people in that direction
without being impolite or RTFMing them. I don't consider this arbitrary
laws but maybe the list owners can comment. that can hardly be called
"scaring away". it's best for everyone and I believe the newbies
themselves, once they've been subscribed to this list for a while, will
appreciate having 80% good quality ejb discussions in their EJB-INTEREST
mailbox as opposed to product specific FAQs. believe me the traffic on this
list will grow and it will get harder catching up with the stuff that's
worth reading until it doesn't have any value at all, if you don't get
people to respect a few rules.

stated anything like newbies shouldn't post here.
