In WebLogic you can use

weblogic.utils.reuse.Factory;
weblogic.utils.reuse.Pool;

You construct a generic pool, implementing the Factory interface and calling:

Pool yourPool = new Pool(yourFactoryImplementation, yourPoolSize)

You can also use the pools implemented in JBoss (http://www.jboss.org), it is a
generic pool, not tied to JBoss, under the project named minerva.
