I'm not so sure that this is the case. In my last job we used WL as the app server and I'm pretty sure that we had to buy the licenses for the DB drivers separately. This is only an issue if you use the Weblogic Oracle drivers though, you could always just download the JDBC drivers from the Oracle web site and use those instead.
