Weblogic Builder will ask you this question in the following scenarios:Any body had much trouble with Weblogic's Builder? WL Builder asks me if I would like to "re-create my descriptors" (main the ejb descriptors but not limited to this in some cases)
1) No deployment descriptors were found in your .ear (or whatever J2EE module you are editing)
2) An ejb-jar.xml was found but none of the WebLogic deployment descriptors
3) Deployment descriptors were found but they couldn't be parsed (there is probably a validation exception)
In the first two cases, WebLogic Builder will generate the missing descriptors for you. In the third one, there is not much that can be done until your descriptors are valid (you will need to fix them yourself).
