if u are using an application server that supports  JMX, then u
can put your param as env-entry and you can change 'em thru your application
server console.
with this u won't need to redeploy the .ear file

that looks like the only solution...since u have to find a way to 
1 - modify the parameters
2 - make the EJB read the new value

eventually, u can load some properties from a file for each ejb call...but i m not
sure that it will be a good idea..

btw, check that ur application server does not need to be restarted once u change
values thru JMX console (like bea wls 6.1 for example, most of changes thru console 
need
a restart)
