I suggest you using instanceof operator.
Something like this:

Clob clob = rs.getClob(1);
if(clob instanceof oracle.sql.CLOB)
      outStream = ((oracle.sql.CLOB)clob).getCharacterOutputStream();
else
       outStream =
((weblogic.jdbc.common.OracleClob)clob).getCharacterOutputStream();
