You mention two problems.

One is you do not see your camera, cf. your log:
2016/02/29 22:44:47.421 0:16.221 GMVideoOut...ager:13672 DirectX no Overlay Capabilities The only advice I have is to look at https://bugzilla.gnome.org/show_bug.cgi?id=626515#c44 (comment 44) to see if it helps.

The other is you have a greyed menu. This is normal, since no one is calling you (Pick up), and you are not in communication phase (Hangup, Hold Call etc.)

Ekiga 'detect device' lists it as 'USB 2.0 HD UVC WebCam
(PTLIB/DirectShow)'.. and does detect it..
