Government Policy in Export Field
On this date of 1 Mey will be implemented new system in export field thera are
about implementation of new export regulation that understood as electronic
data exchange � PEB ( announcement of thing export). This meaning of data
exchange PEB or accomplishing of thing export data by electronic manner for
Custom Division. The meaning and purpose is better but implementation process
look like hurried, that can be boomerang to us. All exporter, called those all
exporter by meaning of all small and big company that do export activity have
to had letter that called as MOU ( Agreement note) that contain of Agreement
between exporter and Custom Division to get data exchange electronically. To
get this note, exporter have to enclose foto copy many document like note of
company legalization, SIUP, API, TDP, Staying/Living Letter, Catalog/company
profile, principal allowance and to sign of agreement note.
Then company has been requiring of recommendation letter to custom division to
get recommendation that company can merged by other appointed company that
serve software and electronic data services. To get recommendation letter
exporter has to enclose MOU and many document that similiar with required data
when we require MOU. Like general practice of government style, all those
problems will not be finished on one day, example, all document must be
finished and there are many problem like official functionary/bureaucracy
mental who often not serve but so often go away from their task or duty by
reason they have meeting time and have many other bussiness. So require many
time to get all about those accomplishment. Minimum of information and tight of
the time of spare time in company routinity so many persons be confused,
example, before this even all importer have known system of data interchange
electronically that called by PIB EDI. This name was used because PT. EDI as
server of
all modulation. They have to buy new modulation from other appointed company
that be extended by Custom Division through unclosed processing and by
appointed price arround Rp. 6 Million, those are not included monthly cost. The
funny thing there are no closed informations that explain about exporter who
also can be importer still use services of PT. EDI as provider who serve them
to import. After they was oppressed constantly so the informations can appear.
In advance The Custom Division implemented regulation that exporter and
importer must be obliged to do reregistration their company by all conditions
and unpredicted costs and others. Recently this obligation was liquidated.
Seeing of document ammount and registered company , properly Custom had
complete database eventhough they must not require data repeatedly. Firstly its
very give trouble, twice its matter give imagination that each appeared policy
look like useless. Then what the meaning of all, why all policy look like
premature things. Like that like it. Hurried Implementation of PDE-PEB didn�t
give enough spare time can oppressed many small company and medium company to
delay or brake their export. Imagine please! They are not ready by all
legalization yet, hardware, software and human resources. Who knows on
permission equipment level, they have not got it. Simply, a small industrious
company (home industry) in Bali, and Yogya, they got export by NPWP only.
Suddenly in short
time they have to have export allowance, computer, software and etc, whereas
on 1 Mei 2004 all have to be. If not ..shortly.. they can�t get export.
The nation has to increase devisa, why they simply to compicate all persons to
do export. Government have to thank for all our society. Yhey are enormous
people. Imagine! By bad education system they able create TKI ( Indonesian
Labour ) who have future thinking, so able get devisa. Wihout guidence, good
enterpreneurship situation and enough capital, many UKM ( small and medium
company) that able to get devisa. So they can be self-government by all
complicated situation when our government don�t mind , why it be complecated
now? What are the meaning?
Many government policy by unclosed purpose. That are the premature policy.
But it is not their fault, because VISI and MISI this Nation is unclosed. Our
nation economy development purpose is unclosed, everything is bad. All policy
are crossways, then where the nation is brought?
