On http://www.elasticsearch.org/guide/en/elasticsearch/guide/current/replica-shards.html in "Figure 52. Adjust the number of replicas to balance the load between nodes" they show Node 3 which contains only 2 replica shards. They state in it "The fact that node 3 holds two replicas and no primaries is not important."
