Hi Tom, Do you have either or both of the SVGA or TXMON boards installed in your P3?
How is the Power jumper block configured (e.g. P3 powers up automatically whenever +12V is present at the rear jack, or only with the front panel power switch activation)? The very low 3.3V bus voltage suggests something heavily loading that regulator or failure of the regulator itself.
