Michael,

You cannot actually use CAL FCTR mode alone to align the 4 MHz oscillator.
Your frequency reading of 12014 may be because the 4 MHz oscillator is not
yet adjusted.

First set C22 to its midpoint (slot perpendicular to the flat side).  Then
use one of the 3 methods shown on page 60 of the manual to set it closer.
At this point, the accuracy of the 4 MHz reference is not really critical.
You can and should set it more accurately after you have the full receiver
working and can tune to a known standard frequency.

A 9.04 MHz PLL range will be fine, but did the high frequency reading show
anywhere near 12100 kHz?  It should be at least that high for proper
operation.  If it is lower than that, you likely have a problem with the PLL
Reference oscillator (check the thermistor board carefully for errors and
solder bridges - that is a common source of problems with the PLL).
