All those voltages look fine to me.

I am not certain where you found reference to 6 volts on U1 pin 3, the
voltage chart in the manual shows it as 4.78 +/- 10%, so you are within
normal.

The <20 mv voltages can (and likely should) read 0 volts.  The '<' indicates
that the voltage must be less than that numerical value.  some DMMs may pick
up noise on their leads or otherwise show a small voltage when no true
voltage actually exists, so the manual figures try to allow for that
occurrance.
