Hi Lee,

             I'm taxing old memory cells but in the 7400 series of TTL chips 
the 
74145 is a BCD decoder
which with 4 lines in will give 0 to 9, or 10 outputs, if that is what you 
want.   With a 74159 you can decode
all four lines for 16 possible outputs.   You don't have to worry about unused 
states if that is a chip you find.

              There may be a CMOS equivalent but I don't know it offhand.
