board? (as in, no enclosure)

No. Eliminating it wouldn't reduce the price much, and the case holds all the pieces together nicely without any extra hardware.


2.  does the T1 tuner go into "active" mode upon being
powered with DC, or, does it still require the 'power'
button to be activated?

It must be manually activated with a switch closure. You can remote the switch easily, even routing the signal through the coax (when isolated by suitable RF chokes). This switch closure turns on the power and activates tuning. There is zero current drain when not tuning, so a 9-V battery will last a *very* long time in a remote application. A lithium "ultralife" battery would probably last for several years at typical tuning rates.
