Since it has an alligator clip, connect it to the mains safety ground. Also connect the mat to the same ground.
DO NOT attach the alligator clip to the edge of the mat. If there's a terminal for the ground, fine, but the resistance of most mats is too high to simply clamp an alligator clip onto the side. You should find that there is about 1 megohm of resistance between the metal terminal that rests against your wrist and the alligator clip at the end of the cord. That is a built-in resistance designed to protect you from dangerous electrical shock should you touch a "hot" circuit, but still low enough to ensure that any charge on your body is dissipated rapidly -- provided the alligator clip is attached to a ground. 73, and have fun!
