I *think* I recall reading about a freeware computer program that would generate US touch-tones (CTCSS) with a standard sound card. Google might be your friend here.

I just found there is a SSTV repeater in VK5 on 14236 and it requires a
1750Hz tone for access,

any way to do this ?
