Hve you checked to make sure that the side tone chip selection is correct? I had this happen one time when I was troubleshooting a KPA100 problem. I checked the mene selection for the source of the side tone chip and it was set to the wrong one.

I hooked up a 1/8" stereo plug to the CW jack and sent CW - the audio cuts out and the rf meter indicates a signal is being transmitted - just no sidetone.
