Maybe it's -110 dBm average noise, but with -20 dBm static crashes?
Normally you would see these as broad lighter areas on the waterfall,
short duration.

You may also have a noise source that's peaking high, but outside of
the P3's visible span range.  If it's anywhere near 40m, the P3 would
still pick it up and it might cause the detector to disable the
preamp.  I've had this happen with SWBC signals on voice peaks.  This
(or some similar cause) could explain why you have this happening only
on 40m.
