Hi Gerry,

The charger is a constant current source (which adapts its voltage to supply a 
constant current) and my guess would be that, at the end of the charging 
process, the difference between the voltages of power supply and batteries is 
not high enough for the charger to supply its current.
Either the power supply voltage is not high enough or there is an additional 
voltage drop (higher than normal battery internal resistance or higher contact 
resistance in the battery holder perhaps?)
