Is your key line shorted? That sounds a lot like a K2 with the CW key closed when it's turned on. The tone is the sidetone, but it won't initialize properly with the key closed, leading to a lot of issues.
I haven't managed to do it, but shorting the PTT line on the mic might do much the same, but I suspect the tone is the sidetone which you won't hear in SSB mode. If you don't have a key plugged in, check to see if something is shorting the key circuit at the jack - or perhaps if you have been doing anything at all inside the K2, look there! Most problems come from the last place touched, no matter how improbable it seems!
