Morgan, There's a lot of that going around. If you can get the pole number, contact the power company and let them know they are having a problem that is interfering with your HF operation. Give them the pole numbers. They may ask how you found which poles.
I've been doing this for a number of years. Our local power company only has a few techs to handle an area of about half the state, but they do respond. I would expect they would come out to fix your problem also.
