I know handbook descriptions have declared this for years. They're simply wrong. The folded part is a transmission line, it doesn't radiate and it has an impedance different from the antenna. Why not just add a hundred feet or so of transmission line to a 10' dipole and call it a 160 antenna? Doesn't work, does it? Use the same logic on your example and it doesn't work either. Sorry.
