Dave,

There are no menu items - KEYOUT should "simply work".
Make certain it is not the cable - put your ohmmeter in the KEYOUT jack.
During receive it should show an open circuit.
During transmit is should be close to zero ohms.
If that is how it behaves, the K3 is working properly.

Unfortunately, there is an unpredictability with lightning strike damage.
Devices (ICs, transistors, etc) may work when tested and then fail shortly afterwards. That is something impossible to diagnose.

I would hate to have to send my beloved K3s back to Elecraft again, 
especiallyat $100 shipping round trip!
