Yes, sort of. According to the published spec for duty cycle, it is. I've use mine that way a lot for FSK441, JT65, and ISCAT, and it worked fine. But I managed to fry something running JT65 for a while in a VHF contest, and it was NOT repaired under warranty. I feel that it should have been.
