The author advocates using a 1/4 wave (less 5%) as a counterpoise for this antenna. I agree: this does sound a lot like the W3EDP antenna, which is described in "Practical Wire Antennas", pg 33 (among other places). In this reference, the W3EDP antenna is described as an 85' radiator and 17' counterpoise. Connect both wires at the back of your tuner.
