This is the device you're referring to. It transmits 200 milliwatts 
on every WSPR segment in every ham band from 630 through 6 
meters. 200 milliwatts is amazingly effective when using two 
minute WSPR transmissions.

That is a good suggestion, someone in EU has something like that for 
WSPR. Little box that is self contained, does CW ID, and then does 
WSPR. About the size of a candy bar.
