I remember hearing about that long ago and but had heard it wasthe Howard 
Hughes Aircraft company, so maybe they both worked on it.

I learned about this  project during a visit to Langley but have not heard if 
there was any commercial development of the idea.  Anyone know if there has 
been any commercial application either for aircraft radios or for amateur radio?
