The AmQRP ELSIE L/C meter kit will read capacitance down to 1pf. I found out with this kit that I don't like Manhattan construction so I rebuilt mine on a homebrew circuit card and real switches vs. the kit's instructions to make some Mickey Mouse ones. I can share the PCB design. I put it and the 9V battery in a Whitman's Sampler box. I think the kit is retired so you will have to find someone who doesn't want their kit. They just ran a last lot earlier this year I think.
