Actually if you are trying to work a station who is -24 and that station is running 1500 watts then you probably won’t work him with 250 watts.
It is a weak signal mode. Run power appropriate to what is needed to make a contact. Now if that station at 1500 watts is +10 then you can work him on a lot less than 250 watts. The point is under certain conditions it is NOT a low power mode.
