Just to wrap up this question for the benefit of anyone else who is interested or may search for this later…
Jack’s response prompted me to go back and take a second look at the schematics for the couplers. Somehow I missed this the first time through, but it would appear that the coupler will provide a short to ground for a DC bias voltage by way of the secondary winding in T1.
