My K2 PLL problems all originated in one inadequately tinned toroid wire. I have successfully built a fair number of kits with toroids, but it is pretty easy to end up with a lead that is not actually connected. Even though it looks good.
So that is where I would start, check for continuity on every single toroid. Fitted crystals are 4.91s in X3 and X4 positions Have checked all the details in the trouble shooting paragraph, i can find no fault with any of the components, all values and positions are correct. I have to add that this was purchased as a non-runner.
