Martin, You have to pay VAT if a parcel FROM OUTSIDE EU comes into your hands. That's all.
It works like this: All goods travelling within the EU is free of this "extra" VAT. If you buy someting in DL you pay the VAT of DL at the time of puchase and you don't have to pay the UK VAT. That's how it works. For every parcel coming into EU you have to pay the VAT of the country where you live (in PA: 19%). (and there are the shipping costs ofcourse).
