signal that say a certain bandwidth is "illegal".

Maybe not - I wouldn't know.

However, here in DL ESSB and classical AM are illegal below 28MHz.

The maximum allowed bandwidth between 1.81Mhz and 28MHz in the HAM bands is 2.7kHz, and the maximum Bandwidth in the 10m band is 7kHz. <http://www.bmwi.de/BMWi/Redaktion/PDF/Gesetz/AFuV-erste-verordnung-zur-_C3_A4nderung,property=pdf,bereich=bmwi,sprache=de,rwb=true.pdf> - pages 2 and 3.
