I think that part of the confusion is that many people, when hearing CD DX or
CQ DE or CQ TEST or CQ WHATEVER have the impression that the station calling
only wants to have a QSO of the type specified. CQ DX is probably the best example....I would never answer a CQ DX call from a US station.

While the personal statements of many FISTS members has indicated they are more than willing to QSO with non-FISTS members, unless one has read their statements, one is back to square one...is CQ FISTS like CQ DX (I only want to QSO with a specific type of station) or some other meaning.
