You bet an R5 can be ground mounted. However, Cushcraft has recommended it be 4 to 6 feet above ground. You do, however, need to consider the RF exposure limits as outlined by the FCC.
Remember, you have to consider whether the site is controlled (not accessible by the average person) or uncontrolled (accessible by the average person). Accessible means can they get near the radiating portion of the antenna. I have a Cushcraft R-7000 vertical mounted 8 feet above ground in an area of my lot that is fenced and locked (controlled area).
