Yes, you can skip slots.

I operated for a while with FL1 and FL5 the only slots occupied. I've since
filed FL3 and FL4. FL2 is empty.

As long as the roofing filters are placed in bandwidth order, can filter
slots be bypassed in anticipation of placing filters in the slots later?
For example:

Slot #1 Not used - reserved for FM filter
Slot #2 6Khz
Slot #3 2.7 Khz
Slot #4 Not used - reserved for future filter
Slot #5 .5Khz
