RC,

The PLL is just fine, but the VCO is not on the proper frequency - and that fact is why the voltage at R30 does not adjust - it is simply too far out of the expected frequency range.

It sounds like C71 is not actually connected in the circuit. Check the soldering, particularly in the VFO Range Selection area. Look at the schematic (RF Board sheet 1) to identify the components connected to relays K13, K14 and K15. Be certain those relays and varactors are oriented correctly.
