From the looks of the circuit diagram, that has to be done entirely in firmware, based on the 4MHz crystal.

I reckon that this has to be based on VSMTR, so one could change the threshold, but at the cost of upsetting the S meter. I would expect the threshold to either be based on the computed S meter reading, or based on some sort of estimate of the actual background noise.

There is no non-software signal present signal.
